AMLC to confirm P6.7 billion bank transactions of VP, Mans?

MANILA, Philippines — The Anti-Money Laundering Council (AMLC) is expected to present to the Senate impeachment court today its report on the P6.7 billion in transactions linked to the bank accounts of Vice President Sara Duterte and her husband Manases Carpio under Article II of the impeachment, on unexplained wealth.

The AMLC report was previously discussed during House proceedings on Duterte’s impeachment, with the figures cited including P6.7 billion in aggregate transactions and P4.4 billion in inflows involving the couple.

The figure represents aggregated transactions over the years and is not by itself equivalent to the couple’s net worth, making the underlying bank records important to establishing what the transactions actually represent.

Of the P6.7 billion, “inflows” amounted to P4.4 billion, while “outflows” totaled P1.5 billion. 

Prosecutors have since obtained bank and tax records through subpoenas issued by the Senate impeachment court, giving them access to financial documents that were not available during the earlier House inquiry.

Additionally, the prosecution has lined up retired Sandiganbayan presiding justice Amparo Cabotaje-Tang, ombudsman records division officer-in-charge Karen Batu and Securities and Exchange Commission (SEC) company registration and monitoring department director Gerardo del Rosario among its witnesses today.

Akbayan party-list Rep. Chel Diokno will be the prosecutor in charge of Article II.

Cabotaje-Tang is expected to testify on principles governing public accountability and integrity in public office, including mechanisms for addressing undisclosed or unexplained wealth and prohibited business interests.

Batu will testify on Duterte’s statement of assets, liabilities and net worth in the custody of the Office of the Ombudsman, while Del Rosario is expected to identify and authenticate SEC records involving companies and business interests linked to Duterte and Carpio.

Article II accuses Duterte of betrayal of public trust for allegedly accumulating wealth disproportionate to her lawful income and failing to fully and truthfully disclose her assets and liabilities. 

Earlier, Bicol Saro party-list Rep. Terry Ridon, one of the House prosecutors who will be helping Diokno in Article II, said the prosecution was completing preparations for both its documentary and testimonial evidence.

The prosecution is preparing more than 1,800 bank, tax and other financial documents for Article II, including records involving Duterte, Carpio and companies linked to them.

Ridon had described bank and Bureau of Internal Revenue records obtained by the prosecution as the “last important pillar” of its evidence on Duterte’s alleged unexplained wealth.

Prosecutors plan to examine the financial records alongside Duterte’s SALNs and information from the AMLC to determine whether her assets and financial transactions can be reconciled with her declared wealth and legitimate sources of income.

The prosecution has also served Duterte with 104 requests for admission involving subpoenaed bank records and the ownership of accounts identified in them. 

Commenting on the impeachment case and criminal complaint for grave threats filed at the Quezon City Regional Trial Court, Ridon said Duterte only has herself to blame.

As far as Ridon is concerned, Duterte’s open threat to have President Marcos, First Lady Liza Marcos and former speaker Martin Romualdez killed was the original sin that resulted in her cases today, adding she should stop insinuating political motivations for her problems.
