Another plot of land has been found in Khlong 9, Nong Suea District, Pathum Thani Province, linked to "Bum Panadda." Inspection revealed the land fully filled with soil while workers hurriedly removed their belongings. The local administrative organization stated no permission for soil filling or construction has been applied for according to regulations. Β The original landowner confirmed transferring ownership of this plot to a representative of Bum Panadda but lacks details on subsequent land use.

On 4 Nov 2026 GMT+7, reporters received information about a suspicious plot of more than 1 rai located in Village 1, Liap Khlong An Road, Khlong 9, Bueng Bon Subdistrict, Nong Suea District, Pathum Thani Province. This plot is reportedly linked to Bum Panadda Wongpudi, a host and president of the Tham Dee Foundation, prompting a field investigation to verify facts.

Field surveys found the land was leveled and fully filled with soil. A temporary construction workers' camp was set up on one side, while on the other side, a concrete wall about 3 meters high was under construction. Pile foundations and concrete beams were installed but the wall was unfinished. The electrical system used a temporary transformer connection.

While reporters observed the site, one truck and one pickup truck were parked, with workers rushing to load equipment and supplies onto the vehicles before quickly leaving via Khlong Luang–Nong Suea Road. Around the area, scattered trash was found, notably packs of bottled water similar to those distributed to disaster relief victims, as well as rice sacks left on the property.

Mr. A (alias), the original landowner, said he had previously sold a large plot of over 30 rai to a buyer at 800,000 baht per rai. The buyer then subdivided the land into smaller plots for resale. He said he was unaware of the resale prices or subdivision details but confirmed that this plot was related to Bum Panadda because he personally handled the ownership transfer. On that day, a representative authorized by Bum Panadda came to receive the deed; he did not meet Bum Panadda herself and has no further details about the sale or ownership thereafter.

Reporters then visited the Bueng Bon Subdistrict Administrative Organization office in Nong Suea District to inquire about permits for soil filling and wall construction on the site.

Mr. Supachai Phokapanich, Director of the Engineering Division at Bueng Bon SAO, revealed he was alerted when an excavator was filling soil on the land. Upon inquiry, workers directed him to coordinate with the contractor’s employer, who admitted no formal soil filling or construction permits had been filed with the SAO as required by regulations. He therefore instructed the contractor to stop work temporarily and asked them to submit the proper permit documents. He also issued document KHTD.3 to suspend the soil filling.

However, Mr. Supachai added that because the incident occurred on a Friday afternoon and paperwork was completed late, the suspension notice was not officially delivered to the contractor until later. When he returned to inspect on Monday, the contractor had secretly completed the soil filling. Regarding the concrete pile foundation for the 3-meter-high wall, he was not previously aware and had not inspected it. He said officials will be sent to inspect the structure closely to determine if it constitutes a building under the Building Control Act that requires permits. If found to be unpermitted, legal action will proceed accordingly.
