Bihar Legislative Council Chairperson resigns, NDA ally JD(U) may bag the post

The Bihar Legislative Council Chairperson and ruling Bharatiya Janata Party (BJP) MLC Awadhesh Narain Singh on Monday (September 28, 2026) resigned from his post. Mr. Singh submitted his resignation to the Deputy Chairperson, Ram Bachan Rai, who is likely to be the next Chairperson of the State Legislative Council. Mr. Rai is with the ruling National Democratic Alliance (NDA) coalition partner, the Janata Dal-United (JD-U).
Sources in the ruling JD(U) told The Hindu that party chief Nitish Kumar favours the appointment of Mr. Rai, 82, as the next Chairperson of the Upper House. Mr. Rai is considered close to Mr. Kumar. His current term as an MLC ends on March 16, 2027.
The development is “a part of the understanding between the BJP (Bharatiya Janata Party) and the JD(U) regarding distribution of constitutional posts in the Bihar Legislature. Under this understanding, if one party holds the Speaker’s post in the State Assembly, the other coalition partner is to hold the Chairperson’s post in the State Council”, sources in the JD(U) said.
Currently, nine-time BJP MLA from Gaya, Prem Kumar, is the Speaker of the Bihar Assembly.
Mr. Singh, too, has been Chairperson of the State Legislative Council several times since August 2012. His latest tenure as Chairperson of the State Legislative Council commenced on July 23, 2024.
