BJP’s Dinesh Arya files Rajya Sabha nomination; eyes regional, caste balance in Uttarakhand

BJP candidate Dinesh Arya, a Scheduled Caste leader from the Kumaon region, on Tuesday (October 6, 2026) filed his nomination for the election to Uttarakhand's lone Rajya Sabha seat, scheduled for October 16.
Mr. Arya's nomination is significant as he is a Scheduled Caste leader from the Kumaon region, while all three Rajya Sabha seats in the State are currently represented by leaders from Garhwal, making his candidature a move towards regional and caste balance ahead of next year's Assembly elections.
Mr. Arya filed his nomination papers with Chief Minister Pushkar Singh Dhami, BJP state president and Rajya Sabha MP Mahendra Bhatt, former Chief Minister Tirath Singh Rawat, several ministers and a large number of ruling party MLAs present.
BJP media in-charge Manveer Singh Chauhan said Mr. Arya submitted his nomination papers to the Secretary at the State Assembly. Tuesday was the last day for filing nominations.
The seat is currently held by BJP's Naresh Bansal, whose six-year term ends on November 25.
With the BJP holding 47 of the 70 seats in the State Assembly, Mr. Arya's election is virtually certain. The Congress has 20 MLAs, while the Bahujan Samaj Party has one and two seats are held by Independents.
Mr. Arya, a native of Haldwani in Nainital district, has been associated with the BJP for several decades and is considered close to Mr. Dhami. He began his political journey with the Akhil Bharatiya Vidyarthi Parishad (ABVP) in 1985 before joining the Bharatiya Janata Yuva Morcha (BJYM).
He served as the Nainital district president from 2007 to 2010 and later became national secretary of the BJP's Scheduled Caste Morcha. He currently holds the rank of Minister of State and is the vice-chairman of the state-level Drinking Water Monitoring Council.
Mr. Arya had also been a contender for a BJP ticket in the last two Assembly elections.
The BJP's decision to field Mr. Arya assumes significance as all three of Uttarakhand's Rajya Sabha seats are currently represented by leaders from the Garhwal region. His nomination gives the Kumaon region representation in the Upper House, replacing Mr. Bansal, who is also from the State.
Party observers also view the choice of a Scheduled Caste leader in the context of next year's Assembly elections and the BJP's efforts to counter the Congress' attacks over the Haldwani "purification" row.
The Congress has repeatedly targeted the BJP over a "purification havan" conducted at the venue after a rally addressed by Congress president Mallikarjun Kharge in Haldwani in August, alleging that the episode reflected an anti-Dalit mindset.
Mr. Arya's nomination, therefore, combines regional representation with a caste calculus as the BJP prepares for the next Assembly election.
