BRICS New Delhi declaration rejects sanctions, nuclear threats, and terrorism in powerful show of unity
BRICS leaders at the Bharat Mandapam in New Delhi on September 12, 2026. © Ministry of External Affairs, India The BRICS nations on Saturday called out “unilateral coercive measures,” condemned terrorism, and called for the peaceful resolution of global disputes through dialogue and diplomacy in their summit declaration.
The declaration adopted by the BRICS leaders at their 18th summit in New Delhi reaffirmed the bloc’s “opposition to unilateral coercive measures that are contrary to international law” and the UN charter, and called to eliminate them.
The leaders of emerging and developing countries pointed out that sanctions and secondary sanctions have “far-reaching negative implications” including for human rights and food security, and disproportionately affect the poor and vulnerable.
The BRICS leaders repeated their earlier calls to reform the UN and other global institutions to reflect the new global realities. The New Delhi declaration stressed that no single country or group of countries should have a monopoly over senior positions in the UN – which was formed in the aftermath of World War 2.
Indian Prime Minister Narendra Modi made the same point while addressing the leaders, saying a “rapidly changing world can no longer be governed by outdated institutions.”

Importantly, China and Russia, the two BRICS members who are also permanent members of the Security Council, reiterated their support for “Brazil and India to play a greater role in the UN, including its Security Council.”
BRICS, which started as a five-member grouping two decades ago, has now expanded to 11 full members, raising its economic size and global influence.
The adoption of the 45-page declaration is itself seen as a success for Indian diplomacy, which was able to unite Iran and the United Arab Emirates – on different sides of the Middle East conflict – behind the document.

The BRICS leaders condemned all acts of terrorism as “criminal and unjustifiable, regardless of their motivation” – a point that host India has repeatedly made at various global fora. The declaration specifically condemned the terrorist attack in Jammu and Kashmir in April last year, in which 26 civilians were killed. India clashed with nuclear-armed neighbor Pakistan with drones and missiles following that attack.
The BRICS countries also called out the unilateral blockade of Cuba, and expressed concern over deliberate attacks on civilian infrastructure and peaceful nuclear facilities in violation of resolutions by the International Atomic Energy Agency.
READ MORE: BRICS 2026: Why India’s diplomacy-first approach matters in a polarized world While the document does not mention the Ukraine conflict, it says ”nuclear safeguards, safety, and security must always be upheld, including in armed conflicts, to protect people and the environment from harm” – an obvious reference to the Zaporozhye Nuclear Power Plant, which has seen attacks by Ukrainian forces endangering its safety.
The BRICS nations opposed the forced displacement of the Palestinian people from “Occupied Palestinian Territory,” and any geographic or demographic changes in the Gaza Strip. They further called on Israel to withdraw its forces from all Lebanese territories.
The next BRICS summit will be held in China.
