An agreement among 14 Latin American countries to designate criminal organizations, including CV (Comando Vermelho) and PCC (Primeiro Comando da Capital), has practical consequences that remain uncertain, experts say. The announcement was made Tuesday (22) at the UN General Assembly in New York.

The declaration was signed by members of the Shield of the Americas, an alliance of conservative governments created under Donald Trump, whose administration announced in late May that it was designating PCC and CV as terrorist organizations.

Researchers say the decision is, for now, more political than technical and turns the US flag into a regional cause that isolates dissenting countries.

Measures include asset freezes, visa restrictions and criminal liability for anyone who provides material support to the groups.

According to Lucas Lima, a professor of international law at the Federal University of Minas Gerais, the designation does not create a "new regional criminal law," and each country will adapt it to its own legislation.

The greatest concern is the use of force in another country’s territory, a more concrete prospect following US operations in the Caribbean and the Pacific.
