Govt. announces promotions for Swarna Ward employees in Andhra Pradesh

The Andhra Pradesh Government has issued orders enabling promotions for four categories of Swarna Ward Secretariat functionaries following the recent approval by the State Cabinet.

The order covers Ward Administrative Secretaries, Ward Data Processing Secretaries, Ward Sanitation and Environment Secretaries (Grade-II), and Ward Planning and Regulation Secretaries (Grade-II).

As part of the Cabinet-approved restructuring, the government has approved the creation of 815 Junior Assistant posts by rationalising 915 identified surplus and vacant posts, comprising 458 Ward Amenities Secretary Grade-II posts and 457 Ward Planning & Regulation Secretary Grade-II posts.

The newly sanctioned Junior Assistant posts will facilitate promotions for eligible Ward Administrative Secretaries. The resultant vacancies in the Ward Administrative Secretary cadre will, in turn, provide promotional opportunities for eligible Ward Data Processing Secretaries.

Further, the government has approved the upgradation of 815 posts each in the Ward Sanitation and Environment Secretary, and Ward Planning and Regulation Secretary cadres from Grade-II to Grade-I, thereby creating 1,630 promotional positions across these two categories.

The decision addresses a longstanding issue affecting employees recruited in 2019, many of whom have completed more than six years of service without receiving a promotion despite the promotional hierarchy having been notified by the government.

The decision is expected to benefit eligible employees working across Swarna Ward Secretariats functioning in the Urban Local Bodies.

Municipal Administration and Urban Development (MAUD) Principal Secretary S. Suresh Kumar said the restructuring would strengthen the supervisory framework in municipal administration, particularly in sanitation, revenue administration, town planning and digital service delivery.
