MANILA, Philippines — How can local citizens shape Cebu’s future as a liveable city? 

Rappler, through its civic engagement arm MovePH, is returning to Cebu City for a series of community activities following its provincial roadshows there in 2012 and 2018. 

#MoveCebu: Sugbo alang sa Sugboanons, the civic empowerment roadshow, will kickstart with a public forum on Wednesday, October 14 at the University of San Carlos – Downtown Campus from 1 pm to 4 pm.

The forum aims to define and assess urban liveability through the lens of local Cebu realities and key challenges like urban flooding, waste management, and disaster recovery following Typhoon Tino (Kalmaegi) and the 6.9 magnitude earthquake in 2025, among others.

It also seeks to put the spotlight on the role of the community as civic watchdogs and empower local civic leaders and residents to define the agenda for a liveable Cebu. 

This event is supported by the Government of Canada through its Canada Fund for Local Initiatives and by the Journalism for Nation Building Foundation. 

It is organized in partnership with the University of San Carlos (USC), including the USC Political Science and Governance Department, School of Law and Governance, Carolinian Political Science Society, Department of Communication, Languages, & Literature, School of Arts and Sciences (SAS), and The Scire; the University of the Philippines Cebu (UP Cebu), including its College of Communication, Art, and Design (CCAD) and Office of Student Affairs (OSA); JCI Cebu; and Cebu Citizens Initiative.

Tickets to the public forum are free, but seats are limited. 

Ahead of the forum, attendees must download the Muni app, available on Google Play and App Store, to actively collaborate in the conversation during and even after the forum. 

The public forum is the first of several activities under #MoveCebu, bringing together citizens, civic leaders, young journalists, and community organizations to translate conversations into community action beyond the event.

MovePH is also opening applications for the Movers Program, a volunteer network of changemakers that seeks to bring meaningful change to their community through storytelling and civic action. 

Movers help tell stories from their communities, organize civic initiatives, and connect with other people and organizations working on local issues. Through the program, community journalists and leaders can develop their storytelling and community organizing skills while also amplifying local voices and initiatives.

Shortlisted applicants will be contacted and must attend the online sessions on October 2 and 9; and on-site training/workshops in Cebu City on October 15 and 16 at the University of San Carlos.

During the Move workshops for Movers, participants will learn the ropes of effective storytelling or reporting and organizing community advocacies, including connecting with possible collaborators; and ultimately, inspiring courage. Certificates will also be provided. 

#MoveCebu will also be organizing a partners’ gathering on Friday, October 16 at 1 pm. Representatives of local community organizations who are interested in collaborating with MovePH may indicate their interest through the public forum registration form above. 

From the public forum to the Movers workshops and partners’ gathering, #MoveCebu aims to create spaces for Cebu residents and civic groups to exchange ideas, build connections, and find ways to take civic action in their communities.
