Karnataka Minister’s ‘offer respectfully’ remark in Sakleshpur meeting triggers row

Excise Minister K.M. Shivalinge Gowda courted controversy on Saturday with a remark at a Praja Seva Andolana meeting held in Sakleshpur, Hassan district. Critics interpreted it as an endorsement of offering money to officials.

Responding to a query from a member of the public, Mr. Shivalinge Gowda, who is also the Minister in charge of Hassan district, said the officers concerned would do their job. “Whatever you want to offer, you can do so respectfully. It is your dharma, but nobody should take money forcibly,” he said, leaving a section of the audience surprised.

When a few persons in the audience asked what they should give “respectfully”, the Minister said it was left to them. As some objected to the statement, he changed his tone and clarified that he meant showing respect, not offering money.

Those who raised objections were asked to stop arguing with the Minister. He was also heard asking officials to send them out of the venue.

A video of the remark went viral on social media, drawing criticism. Many said the Minister was openly advocating bribery and urging the public to “offer respectfully”. Some wondered how Chief Minister D.K. Shivakumar would respond to a remark by a Cabinet colleague. In his first press conference after taking charge, Mr. Shivakumar had urged the public to complain to him if any official demanded a bribe, even of ₹10.
