Kerala State Human Rights Commission orders decision on doctor’s leave and dues

The Kerala State Human Rights Commission has ordered the authorities concerned to take a decision within a month on the leave application of a government doctor who has served for nearly 30 years. The commission member V. Geetha issued the directive stating that an immediate decision must also be taken regarding the salary and other benefits due to the complainant from October 2024. The directive was issued to the Director of Health Services and District Medical Officer, Ernakulam. The commission noted that the complainant can approach the commission again if the government fails to take action.

The order was issued on a complaint filed by Biji S. Anand, a resident of Mayyanad in Kollam, who works as a senior consultant at the Ernakulam General Hospital. According to the complaint, he had applied for leave due to health issues, but his leave was neither approved nor was his salary disbursed. The Director of Health Services informed the commission that the complainant has been continuously on leave since joining the Ernakulam General Hospital. Consequently, the leave application was forwarded for the consideration of a medical board. The report stated that his salary could not be disbursed as the board’s decision was still pending.

Meanwhile, the complainant informed that he was being denied medical benefits as his contribution to the Medi-Sep health insurance scheme had not been paid. The complainant stated that he appeared before the medical board following instructions from the Thiruvananthapuram Medical College superintendent. Based on this, the commission observed in its order that the obstacles to processing the complainant’s leave application has now been cleared.
