LTO’s Stradcom halted

MANILA, Philippines — Due to alleged corruption and the absence of a valid legal contract, the Stradcom IT system of the Land Transportation Office (LTO) has been discontinued.

MANILA, Philippines — Due to alleged corruption and the absence of a valid legal contract, the Stradcom IT system of the Land Transportation Office (LTO) has been discontinued.

In a directive, the ombudsman has called for the restoration of the Land Transportation Management System (LTMS).

Graft and corruption, unauthorized use of government assets and prejudice to the motoring public have been cited by the ombudsman.

The LTO must submit within five days a compliance report “confirming cessation of use of the (Stradcom) LTO-IT System and detailing initial steps toward full LTMS utilization,” the directive stated.

“Non-compliance will be treated as a ground for appropriate administrative proceedings, which will include, but will not be limited to, imposition of preventive suspensions,” the ombudsman noted.

Advocacy group Coalition 169 welcomed the development, saying the directive is a “strong affirmation that transparency, accountability and the rule of law must prevail in government transactions.”

“It recognizes serious concerns raised regarding procurement compliance, public accountability, government data security and the financial burden imposed on motorists,” the group said.

Refunding costs incurred from transactions with the system must be examined by the government, along with other remedies, the group said.
