Lula Government Prepares Decree to Combat Misogyny on Social Media - Folha de S.Paulo

The Lula (PT) government is preparing a decree aimed at protecting women in the digital environment. Measures under consideration include banning coordinated attacks on social media against female candidates and journalists, as well as prohibiting the use of artificial intelligence to produce intimate content involving women.

The text seeks to establish clearer moderation rules, with a stricter duty of care for platforms. The initiative comes after monitoring identified an increase in coordinated actions and the circulation of misogynistic content on social networks, including groups linked to the so-called "manosphere" and "red pill" communities.

The decree is part of the National Pact Brazil Against Femicide and is being coordinated by the National Secretariat for Digital Rights of the Ministry of Justice and Public Security, in partnership with the Ministry of Women and Secom. The proposal aims to standardize protection rules that currently vary across platforms.

The text is structured around four pillars: immediate removal of illegal content, reporting procedures for victims, corporate accountability in cases of coordinated attacks, and regulation of artificial intelligence use. In cases involving the dissemination of intimate content without consent, the deadline for removal or justification should be a matter of hours.

The decree also предусматриes banning tools that generate manipulated images or videos, such as deepfakes, used to create false sexualized material. The enforcement model is expected to follow a logic similar to the Digital ECA, a statute that expands protection rules for children and adolescents, with a centralized structure to process complaints.
