Manipur Cabinet approves Rs 10 lakh aid for kin of 49 missing since 2023 violence

The Manipur Cabinet on Thursday approved a one-time special humanitarian assistance of Rs 10 lakh each for the next of kin of 49 people who have remained missing since the violence that erupted in the state on May 3, 2023.

The 49 people remain untraced despite sustained search efforts. The total financial implication of the assistance will be Rs 4.90 crore, which will be borne by the Manipur government.

The decision was among four key measures approved at the state Cabinet meeting held on Thursday.RS 10 LAKH EX-GRATIA FOR DEATH OF ARMY, CAPF PERSONNEL

The Cabinet also approved revised ex-gratia compensation for Army and Central Armed Police Forces (CAPF) personnel killed or injured in extremist violence or related actions while operating in Manipur.

Under the revised rates, Rs 10 lakh will be provided in case of death, while compensation for injuries has been fixed at Rs 2 lakh for permanent disability, Rs 1 lakh for grievous injury and Rs 20,000 for simple injury.

The earlier ex-gratia compensation was Rs 2 lakh in case of death and Rs 10,000 for injuries. These rates had been fixed in 2006.PENSION HIKE FOR RETIRED JOURNALISTS

The Cabinet also approved an increase in the monthly pension for retired journalists under the Manipur Working Journalists' Pension Rules, 1996.

The pension will rise from Rs 8,000 to Rs 10,000 per month, while the family pension for families of deceased journalists will increase from Rs 5,000 to Rs 7,000.

The revised pension rates will require amendments to the relevant rules. There are 20 beneficiaries in each category, with the annual financial requirement expected to increase from Rs 31.20 lakh to Rs 40.80 lakh.FIFTH STATE FINANCE COMMISSION APPROVED

In another decision, the Cabinet approved the constitution of the Fifth Manipur State Finance Commission for the period from 2026-27 to 2030-31.

The commission will review the financial position of Panchayats and Municipalities and make recommendations on the sharing of state taxes and grants-in-aid with Panchayats, Autonomous District Councils and Municipalities.
