Mark Carney was offered a historic EU ‘membership’ for Canada. Can he sell it?

Mark Carney will have to sell the notion to Parliament and the wider public amid difficult political realities.

It is a novel title, but not a new idea.

And it’s not one that has been universally appreciated.

Associate membership in the European Union, as was proposed Wednesday by European Commission President Ursula von der Leyen, would be another Canadian first.

It would award to this country a title that doesn’t legally exist in the European Union’s founding treaty, with rights, powers and obligations that haven’t yet been spelled out except in the broadest of brush strokes.

But when associate membership was proposed earlier this year for Ukraine, President Volodymyr Zelenskyy rejected it outright.

There could be a political cost in addition to the financial price tag for Canada’s “unique alliance” with the European Union.
