Next panchayat election only after the delimitation: Samrat Choudhary

BiharChief MinisterSamrat Choudhary on Monday (September 21, 2026) said that the next Panchayat election will be held only after the process of delimitation is completed.

Mr. Choudhary said this while addressing a programme of ‘Gram Sansad – Bihar Chapter’ where detailed discussions on rural development, the role of Panchayats, and various ways to make villages self-reliant and developed were held.

A large number of Mukhiyas and Sarpanchs attended the event, including the State President of the Bihar State Mukhiya Sangh, Mithilesh Rai, State President of the Bihar State Panch-Sarpanch Sangh, Amod Nirala and Founder and General Secretary of Gram Sansad, Brajesh Sharma.

Mr. Choudhary pointed out that three-tier Panchayat representatives play a crucial role in Bihar’s development. He urged three-tier Panchayat representatives to offer suggestions on improving village infrastructure.

Accompanied by Gram Sansad National President Sanjay Mayukh, the Bihar CM remarked that the Panchayat is the most vital unit of democracy and a Panchayat Mukhiya (Village Head) bears the important responsibility of developing their area and resolving public grievances.

He called upon the ‘Gram Sansad’ to suggest new revenue sources at the Panchayat level to further improve basic amenities in villages, such as waste management, drinking water, electricity, and roads. He added that the government is not in favor of imposing additional taxes on the common people.

“The State Election Commission has initiated the delimitation process for Panchayats, and the next Panchayat election will be conducted only after this process is complete. Delimitation measures will also be ensured for urban local bodies next year to clearly demarcate the boundaries between Panchayat and urban local body areas,”Mr. Choudhary said.

He asserted that work would be undertaken to establish a Panchayat for a population of approximately 7,500, and an engineering cell would be set up within the Panchayati Raj Department to provide technical support for the implementation of development works in the Panchayats.

The Chief Minister mentioned that the ‘Seva Sankalp Evam Kayakalp Abhiyan’ (Campaign for Commitment to Service and Transformation) has been launched in Bihar. Under this initiative, work is being carried out on 10 development schemes in every Panchayat; this includes the maintenance, painting, and upgrading of basic amenities—such as health centers, community halls, and Anganwadi centers—within a stipulated timeframe.

The Chief Minister added that efforts are also underway to make Bihar self-reliant in the sectors of education and employment.

“A huge amount of funds approximately ₹18,000 crore—flows out of the state through the ‘Bihar Student Credit Card’ scheme. Also, higher education institutions in Bihar are being expanded, and new private and government universities are being established in the State to open even more private universities so that students from Bihar can access quality education within the State itself,” Mr. Choudhary said.

He reiterated that the state government aims to provide government jobs and employment opportunities to one crore people before 2030. The Chief Minister also urged all three-tier Panchayat representatives to offer cooperation toward building a ‘Developed India’ by 2047 and a prosperous, empowered Bihar by 2037, ensuring their involvement in the implementation of policies and schemes.
