Running back Cam Skattebo was fined $7,073 for unnecessary roughness, use of the helmet, with 1:10 left in the first quarter. Officials did not flag the play. On a handoff from Jameis Winston near the Giants' 16, Skattebo met Titans linebacker Cedric Gray helmet-to-helmet.

Tight end Isaiah Likely drew the largest fine, $17,911, for a blindside block with 7:04 left in the second quarter. That block also went unpenalized.

Likely was among six players fined for major infractions in Week 3. Three fines in any one of those categories trigger an automatic one-game suspension, and players may appeal.

The other two fines matched flags. Defensive tackle Shelby Harris was fined $11,941 for a facemask with 11:28 left in the fourth quarter. The 15-yard penalty wiped out a sack of Cam Ward and gave Tennessee a first down on a 13-play, 91-yard touchdown drive that made it 12-7.

Outside linebacker Abdul Carter was fined $11,941 for taunting with 24 seconds left. Officials called unsportsmanlike conduct for 10 yards after Jevon Holland intercepted Ward in the end zone. The penalty did not change the result.

The league issued 30 fines from 2,615 plays in Week 3.
