Omar Abdullah’s resolution on Statehood set for debate in J&K assembly; 6 NC MLAs move amendments to include Article 370, 35A

As the resolution on Statehood brought by J&K Chief Minister Omar Abdullah is set to be discussed in the assembly on Monday (September 28, 2026), six National Conference (NC) legislators moved amendments and called for the inclusion of Article 370 and 35A in the resolution, which has already gained the support of non-allies like Peoples Democratic Party (PDP) and J&K Peoples Conference (JKPC).
NC MLAs who have moved amendments for the resolution included Javid Hassan Baig, Tanvir Sadiq, Ajaz Ahmed Jan, Hilal Akbar Lone, Altaf Ahmad Wani and Choudhary Mohammad Akram. These MLAs have sought insertion of lines that mentions restoration of Article 370 and 35A along with Statehood.
“After the words [6th November, 2024] the following words be inserted: [this House reaffirms its commitment to the restoration of the constitutional guarantees embodied in Articles 370 and 35A, as they existed prior to 5th August 2019],” reads the amendment submitted by Mr. Sadiq. All NC MLAs amendments sought restoration of the pre-August 5, 2019 position, which ended the special status of J&K by watering down of Article 370 in 2019.
Congress MLA Nizam Ud Din Bhat, who supported the Omar Abdullah resolution, also moved an amendment. “At the end of the resolution delete the punctuation mark full stop (.), and thereafter the following words be added: “as a reminder to respect its own commitments made at various forums and to the deprived people of Jammu and Kashmir,” reads the amendment, while referring to demand of Statehood.
Opposition Peoples Democratic Party (PDP) legislator Waheed Ur Rehman Para’s amendment seeks inclusion of the following lines: “restore autonomy, besides restoring Articles 370 and 35A in their original form.”
The amendment by another PDP legislator Aga Syed Muntazir Mehdi reads: “After the words [6th November, 2024] the following words be inserted: [while expressing its deep anguish and disapproval over the unilateral measures initiated on and after 5 August 2019, which resulted in the cessation of Article 370 and Article 35A, and the reorganisation of the erstwhile State of Jammu and Kashmir into the Union Territories of Jammu and Kashmir and Ladakh].”
On September 25, Mr. Abdullah moved a resolution on restoration of Statehood. The resolution stated: “In addition to the Resolutions passed by this House on 26th June 2000 and 6th November 2024, this House calls upon the Government of India for the immediate and urgent restoration of full statehood to Jammu and Kashmir and resolves that this Resolution be forwarded to Government of India.”
The BJP raised a hue and cry over the resolution and over the mentioning of the 2000 autonomy resolution, which seeks greater autonomy for the region.
