Part-Time PPPK Teachers to Be Automatically Appointed Full-Time Without Tests

JAKARTA, KOMPAS.com - Deputy Chair of Commission X of the DPR, Lalu Hadrian Irfani, emphasized that part-time teachers with the status of Government Employees with Work Agreements (PPPK) do not need to take another test to be appointed as full-time employees.

According to Lalu, this is an agreement reached between the government and the DPR RI.

"We just discussed this internally with the Minister of Education and Culture, and it is a clear agreement between the government and the DPR that the transfer from part-time to full-time PPPK will be done without any tests," Lalu said at the DPR building in Jakarta on Monday (21/9/2026).

He confirmed that, based on the agreement between the DPR and the government, part-time PPPK teachers will automatically become full-time PPPK starting January 2027.

"They will be fully appointed without tests. There are around 240,000 of them," he added.

Lalu also noted that the government has prepared a budget for appointing part-time PPPK teachers to full-time status.

He explained that the tests prepared by the government are intended only for full-time PPPK teachers who wish to become civil servants (CPNS).

"For full-time teachers who want to become PNS, they have to take the test. The budget for converting part-time to full-time has been agreed upon at Rp 23 trillion, starting January 2027," he said.

Previously, the government had planned tests for around 172,000 part-time PPPK teachers to become full-time employees.

The Minister of Home Affairs (Mendagri) Tito Karnavian stated that part-time PPPK teachers who do not pass the test will not lose their employment status.

"The conclusion is that they will be given the opportunity to take tests, and if they pass, they will be appointed as employees under the Ministry of Education and Culture. If they don't pass, their status will be maintained. They will not be dismissed or laid off," Tito said after a coordination meeting at the DPR RI building on Thursday (17/9/2026).

The coordination meeting was held with DPR RI leadership, the Ministry of Administrative and Bureaucratic Reform (KemenPAN-RB), and the Ministry of Finance.

According to Tito, funding for these PPPK teachers comes from the State Budget (APBN).

"Yes, from the Ministry of Finance. Earlier, the Deputy Minister of Finance was also present, as well as the Ministry of Education and Culture. The key point is that the funding comes from the APBN," Tito said.

Tito assured that part-time PPPK teachers who do not pass the test can retake it the following year.

"If they don't pass this year, they can try again next year. The main goal is to provide security for ASN, whether part-time or full-time, especially teachers," Tito added.
