Preparing to Sue PT KAI at Solo District Court, Ledoksari Residents' Legal Counsel Gather Evidence
SOLO, KOMPAS.com - The legal team representing residents of RT 001 RW 007 Ledoksari, Purwodiningratan Village, Jebres District, Solo City, Central Java, is preparing to take legal action regarding a land dispute with PT KAI.
As background, PT KAI claims that the land currently inhabited by Ledoksari residents is company property based on the Right of Use Certificate (SHP) Number 23 of 1996.
Residents have been asked to vacate Ledoksari as the land is slated for expansion and development of Solo Jebres Station.
Meanwhile, residents argue they settled in Ledoksari well before SHP Number 23 of 1996 was issued. They reject vacating the land, citing evidence of paying Land and Building Tax (PBB) since the 1980s.
PT KAI then issued a Warning Letter (SP) 1 for voluntary evacuation or dismantling on Tuesday (1/9/2026) with a seven-day deadline.
As residents ignored SP 1, PT KAI issued SP 2 on Thursday (10/9/2026), again with a seven-day deadline.
Responding to SP 2, Ledoksari residents’ legal counsel, Bekti Pribadi, said they will bring the dispute to civil court by filing a lawsuit at Solo District Court.
This step aims to examine the validity of PT KAI’s ownership claim over the land occupied by Ledoksari residents.
“We are responding to SP 2 first. It has been sent to Daop 6 Jogja. Regarding the community’s response, probably representing affected residents, they will likely file a lawsuit. They want to take this through legal channels,” Bekti told Kompas.com on Monday evening (14/9/2026).
Bekti added that the lawsuit will be filed immediately without waiting for the SP 2 deadline, which ends on Thursday (17/9/2026).
“As soon as possible. We don’t have to wait for a response to SP 2 or the issuance of SP 3. To prevent SP 3 from being issued, we will file the lawsuit right away,” he said.
The legal team is currently collecting various pieces of evidence to present in court, including proof of Land and Building Tax (PBB) payments, electricity and water bills, and several archived photographs of the Ledoksari community.
“We will definitely gather all evidence, along with reasons and legal grounds. We are preparing all of that,” he said.
“Evidence includes documents and witness testimonies. We are currently cataloging and researching relevant legal foundations,” he explained.
Bekti stated the civil lawsuit will focus on proving documents and meeting formal and substantial legal requirements in court.
He acknowledged that PT KAI holds SHP Number 23 of 1996 as their land right basis. Nonetheless, he remains optimistic because residents have occupied and controlled the Ledoksari area long before that certificate was issued.
“Certainly, we will base arguments on legal loopholes and evidence in the lawsuit by searching for applicable laws and legal grounds that might support the residents’ case, should they go to trial,” he emphasized.
Meanwhile, PT KAI Daop 6 Yogyakarta Public Relations Manager Feni Novida Saragih responded calmly to the residents’ plan to sue PT KAI at Solo District Court.
“Regarding this, as we have stated before, legal action is a citizen’s right, and KAI respects it in accordance with applicable regulations,” Feni said when contacted by Kompas.com on Tuesday (15/9/2026).
