A 61-year-old Singaporean man was convicted and sentenced on Sep. 29 in a case involving obscene acts at Chai Chee HDB blocks.
Ng Chong Teck was charged with committing an obscene act at around 1:58am on Aug. 15, 2026, along the level 14 corridor of Block 807A Chai Chee Road.
According to the amended charge, Ng walked along the corridor with the female undergarments tied around his exposed genitals and occasionally touched himself.
The corridor was a public place, and the act was said to have caused annoyance to others.
According to a statement of facts cited by AsiaOne, Ng had purchased several female undergarments and a wig online before the incident.
He had also picked up at least two pieces of female underwear from a recycling bin and modified a pair of pantyhose by cutting an opening in the groin area.
On Aug. 15, Ng went to the 14th floor of the Chai Chee Road block, where he changed into the wig, a bra, and the altered pantyhose before walking along the corridor.
The incident was captured by a resident's door-mounted security camera, and the resident subsequently made a police report.
Ng also faced a second charge over a separate incident on Sep. 3, 2025.
According to the amended charge, he masturbated at a staircase landing at Block 34 Chai Chee Avenue at around 10:22pm.
Both charges were brought under Section 294(a) of the Penal Code, which concerns obscene acts carried out in a public place.
The offence carries a maximum punishment of three months' jail, a fine, or both.
Court records show that Ng was convicted and sentenced on Sep. 29.
Ng was sentenced to eight weeksβ jail, according to AsiaOne.
