Ensuring complete transparency, accountability, and a student-friendly atmosphere, Sree Narayana Guru Open University (SGOU) has become the first university in Keralam to officially implement the Kerala Right to Service Act 2025, said officials. The order was issued by the Registrar based on instructions from the Higher Education department and with the approval of Vice-Chancellor Jagathy Raj V.P., establishing a legal framework to deliver various services to learners and the general public within a stipulated timeframe. The university has streamlined a system to provide 40 essential student services within specific deadlines.
Strict, time-bound services have been established across various departments, including academic, examination, IT, and library sectors. Academic services such as medium of instruction certificates, syllabus attestation, migration certificates, eligibility certificates, and transfer certificates will now be made available within designated timelines.
Swift examination services, including confidential mark lists, undergraduate and postgraduate degree certificates through regular, fast-track, and express modes, will also be delivered promptly. Furthermore, students can directly download digital versions of provisional certificates, consolidated mark lists, and duplicate mark lists.
To ensure uninterrupted service delivery, a three-tier appeal system has been put in place alongside designated responsible officers such as section officers and assistant registrars. The Registrar and Controller of Examinations have been appointed as the First Appellate Authorities, while the Pro-Vice-Chancellor and Vice-Chancellor serve as the Second Appellate Authorities.
“Also, applications from differently abled learners seeking permission for a scribe during examinations will be processed and decided within 10 working days,” said the Vice-Chancellor.
