Telangana Govt resolves to establish unified governance for CURE

Telangana Government has resolved to establish a unified governance structure for the Core Urban Region Economy (CURE) region enabling constitution of multiple municipal corporations within it.
The Telangana Core Urban Region (Integrated Governance) Bill, 2026, passed in the State Assembly on Friday (September 11, 2026) is in this direction. The bill envisages to combine metropolitan level coordination with decentralised administration ensuring that governance is effective responsive and citizen centric.
Accordingly, a CURE Apex Governing Council would be established for setting the vision and strategic priorities for the region besides ensuring coordination among corporations, urban authorities and departments discharging functions in CURE. One of the main features of the CURE would be shifting from an outdated model of taxation based on annual rental value system to the capital value system which would balance citizen interests with consideration of fiscal health of the local government. Simplification and consolidation of the licensing regime, introducing the concept of night economy, ensuring urban labour welfare and supporting economic participation of women and transgender persons would be among other salient features of the Bill.
The Bill, the government said, was necessitated as the GHMC Act contained upward of one hundred obsolete or redundant provisions. It had not kept pace with the increased geographical limits of the corporation area and did not provide a framework which was critical for effective coordination and citizen centric governance of an ever changing urban region.
“This has led to structural inconsistencies and gaps in areas of urban governance and service delivery. It is therefore considered necessary and expedient to repeal the GHMC Act and enact a new modern and comprehensive law for CURE,” as per the Bill. The core objectives of the new Bill would be integrated governance and seamless administration through mechanisms and channels for coordination among State Government, corporations and other urban authorities for effective discharge of urban governance functions. The government intended to develop CURE as economic driver of the State through provisions that promote ease of doing business and support economic growth. Improving fiscal health of the corporations to empower them to effectively discharge their functions and ensuring accessible and effective grievance redressal mechanisms constitute other major objectives of the new Bill.
Integrated, effective and citizen centric governance would require a context specific institutional framework that would enable coordination across authorities, clear accountability, meaningful citizen participation and quality of life, according to the Bill.
