TGHRC pulls up NIMS Hyderabad over 12-year delay in releasing retired professor’s pension benefits

The Telangana Human Rights Commission (TGHRC) has expressed displeasure over the delay by Nizam’s Institute of Medical Sciences (NIMS), Hyderabad, in releasing the pensionary benefits of a retired professor, observing that keeping such benefits pending for nearly 12 years amounted to subjecting the retired employee to undue hardship and mental agony.

The NIMS officials were directed to ensure that the entire pensionary benefits payable to the complainant are determined and released within three weeks of receiving a copy of the order.

The Commission passed the order on Monday (October 5, 2026), after hearing a complaint filed by Mantha Srinivas, a former Professor in the Department of Anaesthesiology at NIMS.

According to the Commission’s order, Dr. Srinivas took Voluntary Retirement from Service (VRS) on November 13, 2014, and submitted his pension papers under one of the pension schemes available to him for release of his pensionary benefits. The Commission noted that the State government had passed an order in October 2023 for release of all pensionary benefits payable to him.

Despite the government order, and the constitution of several committees and issuance of orders for releasing the benefits, the complainant had not received his pensionary benefits even after nearly 12 years from his voluntary retirement.

The Commission criticised the manner in which the matter had been handled by the officials concerned, particularly the Director of NIMS. It observed that pension was not a bounty or a matter of grace dependent on the employer’s discretion, but a valuable right earned through an employee’s past service and intended to provide financial security and dignity in old age.

Taking into account the prolonged delay, the government’s earlier orders for release of the pensionary benefits and the failure of NIMS authorities to settle the dues, the Commission recommended that the NIMS Director attend to the matter on priority and ensure that the pensionary benefits are released within three weeks of receiving a copy of the order.

The matter has been posted for compliance on November 2. The Commission has also directed NIMS to submit a compliance report by the next date.
