TEMPO.CO, Jakarta – Martinus Siki was taken aback when he met Erwin at a café in Kebayoran Baru, South Jakarta, in November 2025. The lawyer was surprised because Erwin, whom he was meeting for the first time, showed him documents related to the processing of land certificates owned by Kencana Jayaproperti Agung, a subsidiary of Summarecon Agung.
The land, located in Nagrak village, Sukaraja subdistrict, Bogor Regency, West Java, had become the subject of a dispute between Kencana and the Mamesah family, which claimed ownership of the 65-hectare property. Martinus was serving as legal counsel to the Mamesah family.
Kencana also claimed to hold 12 building use rights (HGB) certificates covering the land. The certificates were issued in 2015 by the Bogor Land Office, which was renamed Bogor Land Office I in 2022.
That dispute brought Martinus together with Erwin, who said he was handling the subdivision of Kencana’s HGB certificates. “Erwin told me he was a special staffer to Nusron Wahid,” Martinus said in Bogor on Wednesday, September 23, 2026. The Nusron he referred to is the Minister of Agrarian Affairs and Spatial Planning/Head of the National Land Agency (ATR/BPN).
The meeting produced no resolution. The heirs subsequently filed a lawsuit with the Bandung Administrative Court and asked the Bogor Land Office I to block the certificates. According to Martinus, Bogor Land Office I Chief Sontang Coin Manurung advised them to submit the blocking request electronically so it could be processed immediately.
