Today, DPR Calls Indonesian Ombudsman and Cibinong Prison Head Over Findings of Luxury Facilities

JAKARTA, KOMPAS.com - The House of Representatives' Commission XIII summoned the Ministry of Immigration and Corrections (Imipas) and the Indonesian Ombudsman for a public hearing on Monday (28/9/2026).

Commission Chairman Willy Aditya explained that the meeting was held to seek clarification and follow-up regarding the Ombudsman's findings concerning apartment-standard facilities at Cibinong Prison.

“We are looking for an explanation regarding the Ombudsman's examination results at Cibinong Class IIA Prison and follow-up actions from the Director General of Corrections at the Ministry of Imipas,” Willy stated when contacted by Kompas.com on Monday (28/9/2026).

Meanwhile, Deputy Chairman of Commission XIII, Andreas Hugo Pareira, indicated that the meeting is expected to be attended by the Director General of Corrections, the Ombudsman Chairman, and the head of Cibinong Class II Prison.

“Yes, that's correct, at 10:00 AM WIB,” Hugo confirmed during a call on Monday.

As previously reported, the Ombudsman discovered several facilities deemed to meet apartment standards located within Cibinong Class IIA Prison on Wednesday (23/9/2026).

This finding was made during the Ombudsman's second inspection of Cibinong Prison throughout 2026.

In the first inspection, the Ombudsman was denied access to the prison area.

Ombudsman Member Fikri Yasin mentioned that the facilities were situated at the back of the prison complex and separate from the general inmate housing block.

During this inspection, the Ombudsman found more than ten rooms or buildings scattered throughout various locations in the back of the prison.

The facilities reportedly included a living room, bedrooms, kitchen, television, refrigerator, and cooking utensils.

The Ombudsman also noted that about six to seven individuals who are presumed to be inmates were present in that area.

However, their status and identities have yet to be fully confirmed.

In light of these findings, the Ombudsman has provided Cibinong Class IIA Prison with less than a month to demolish these specific facilities.

The Ombudsman is also preparing a series of corrective actions to be communicated to the Directorate General of Corrections.

These steps include institutions and internal oversight aspects within Cibinong Prison.

Recently, the Ministry of Imipas stated that the apartment-standard buildings indicated by the Ombudsman are official residences occupied by Cibinong Prison officials.

The Ministry also denied any allegations that these facilities were provided for certain prisoners and used as accommodations during their detention.

Nevertheless, the Ministry is conducting an investigation to determine whether any violations occurred regarding the provision and use of these facilities.
