Uttarakhand MBBS admissions cancelled over fake quota certificates: What happened?
Four MBBS admissions in Uttarakhand have been cancelled after authorities found serious discrepancies in the Freedom Fighter Dependent certificates used by the students to secure seats under the state quota.
The case has also led to criminal proceedings against five people, including the four female students and one parent. Police investigations are underway to determine whether the alleged fraud was limited to these applications or involved a wider network.WHAT TRIGGERED THE INVESTIGATION?
The matter came to light after Dehradun resident Pradeep Bahuguna, son of environmentalist and Padma Shri awardee Sunderlal Bahuguna, raised questions about certificates used during NEET-UG counselling.
Bahuguna reportedly examined a list of candidates who had claimed benefits under the Freedom Fighter Dependent category. He noticed that several certificates appeared to have been issued around the final days of counselling.
He subsequently wrote to the Dehradun district administration and the medical education department, seeking verification of the documents.
The Medical Education Directorate then asked the Dehradun district administration to examine the domicile and Freedom Fighter Dependent certificates submitted by candidates who had secured MBBS seats under the quota.WHAT DID THE VERIFICATION REVEAL?
A joint inquiry committee constituted by Dehradun District Magistrate Ashish Chauhan examined the certificates, supporting documents and addresses mentioned in the applications.
The inquiry reportedly found that the documents were incomplete and that the addresses provided by the applicants could not be verified during physical checks.
In four cases, the applicants had reportedly used the name of Dharmveer Verma, son of Khajan Singh, as the freedom fighter on whose credentials their dependent claims were based. However, the district records allegedly did not contain the name of such a freedom fighter in the relevant register.
The inquiry also found discrepancies in affidavits, identity documents, mobile numbers and residential details. In some cases, the applicants or their families could not be found at the addresses mentioned in the applications.

Their MBBS admissions, secured under the Freedom Fighter Dependent quota, were cancelled by Hemwati Nandan Bahuguna Uttarakhand Medical Education University after it received the district administration’s verification report.
The four seats have been declared vacant and are expected to be included in a subsequent counselling process, according to reports.
Medical Education Director Ashutosh Sayana confirmed that the admissions were cancelled based on the district administration’s findings. He also said the academic session had not yet begun, meaning the students had not started attending classes.WHY WERE POLICE CASES FILED?
Police have registered FIRs at two Dehradun police stations.
At Clement Town police station, a case was registered against Tripti and her mother, Uma Devi, in connection with the alleged procurement of a fake Freedom Fighter Dependent certificate.
Separate cases were registered at Raipur police station against Khushi, Pari and Swati.
The cases invoke provisions of the Bharatiya Nyaya Sanhita, including Sections 318(4), 338 and 340, which relate to cheating and forgery-related offences. The allegations will be tested through the ongoing investigation and legal process.IS THIS ONLY ABOUT FOUR CERTIFICATES?
The immediate action concerns four MBBS admissions and the certificates linked to them. However, the controversy has raised broader questions about the verification of domicile and quota documents used in state-level medical admissions.
The complainant has alleged that more than 200 questionable domicile certificates may have been created in Uttarakhand for claiming reservation benefits. This claim has not been established by the official inquiry described so far.
The authorities are also examining whether other people helped prepare or submit the disputed documents. Police may look into the identity documents, photographs, mobile numbers, original NEET application records and paperwork used to obtain the certificates.advertisementWHAT HAPPENS NEXT?The district administration’s inquiry report has been forwarded to the Medical Education Directorate. Police investigations will determine whether the documents were deliberately forged, who prepared them and whether others were involved.
Medical Education Director Ashutosh Sayana has also said that, going forward, certificates submitted by candidates benefiting from Uttarakhand’s NEET counselling, including domicile and category certificates, will be physically sent to the issuing authorities for verification.
The case has also prompted demands for a wider examination of Freedom Fighter Dependent certificates issued in Uttarakhand. An RTI activist and advocate, Vikesh Singh Negi, has indicated that he may approach the Uttarakhand High Court seeking a high-level probe into certificates issued since the formation of the state.
For now, the confirmed action is the cancellation of four MBBS admissions, cancellation of the related certificates and registration of cases against five people. The larger allegations remain subject to investigation.
