Chinese President Xi Jinping said China will promote development and governance of artificial intelligence by uniting the international community.

Xi made the comments in a speech at the World AI Conference, which started in Shanghai on Friday. It was Xi's first time to appear at the event.

He said AI innovation globally is more active than ever. He stressed that such technology should be "always under human control."

He also said that "as a responsible major country, China is always committed to providing international public goods relating to AI."

He added that the development of AI should not be a "solo performance by a single country, but a symphony of international cooperation."

Xi said 29 countries, including Russia and Kazakhstan, signed an agreement Thursday to establish an international organization for cooperation on AI. It will be headquartered in Shanghai.

He said that answering the call of the Global South, China will work to "unite the international community together to promote vigorously AI development and governance."

With the United States and China at the center of competition to develop AI, the Chinese president appeared to take the initiative on creating international rules over the technology.
